This isn't really a Reaganism. He said it, allegedly accidentally, during a mic check:

On the other hand, one of the reasons I watch the CdA City Council's meetings on cable(at least the part when they don't executive sesh) is to hear how Ron Edinger really feels about something or someone when the Council breaks and the board op accidentally leaves the mics on just a tad too long. For some reason, it open mics are muted in the chambers but not on air. That may all have changed now that Adelphia has handed channel 19 over to the City. My fun may be over.
