As always, this isn't about Waller's character, nor is it personal.Chuck obviously has control issues. This is about behavior. Deliberately attempting to keep the citizens of Bayview uninformed is troubling.
I look back at his attempt to influence the sign entering Bayview, when it was an open poll, caused him to oppose it, just because his idea was not adopted. This appears to be a pattern.
